    Under the Neglected Children's Act 1915, the Victorian government had very little powers of supervision over voluntary children's homes like the Homes of Hope. A series of articles in the Argus newspaper in 1922 put forward the case for legislative change, sparked by reports of squalid conditions at the Homes of Hope.
